Regional Training for Capacity Development in Multi-Hazard Early Warning Systems

Member countries of the WMO/ESCAP Panel on Tropical Cyclones (PTC) and ESCAP/WMO Typhoon Committee (TC) are severely affected by natural disasters including tropical cyclones. Many of these bring about cascading impacts as seen in the case of Tropical Cyclone Komen, which hit India, Bangladesh and Myanmar in July 2015 and caused consecutive floods and landslides affecting almost two million people. Cyclone HudHud in October 2014 also triggered widespread floods and landslides in India and Nepal.
In building resilience to natural disasters, multi-hazard early warning systems can play a key role. Accordingly, the 3rd Joint Session of Panel on Tropical Cyclone and Typhoon Committee, held in February 2015, requested ESCAP to provide funding and expertise in building the capacity of member States of PTC and TC, especially the Least Developed Countries, in multi-hazard early warning systems. The Sendai Framework for Disaster Risk Reduction 2015-2030 (SFDRR) also called for enhancing and strengthening such systems. In response to this call, the International Network for Multi-Hazard Early Warning Systems (IN-MHEWS) was proposed to facilitate the sharing of expertise and best practice.
To build the capacities in multi-hazard early warning in the Asia-Pacific region, there is a particular need for trainings that bring together expertise in meteorology, hydrology and disaster risk reduction, and thus strengthen the interface between national meteorological and hydrological services, on the one hand, and national disaster management agencies on the other. Further, given that many natural hazards are transboundary in nature, there is a need to deepen regional cooperation and more effectively share information, good practices and expertise within the region.
The training workshop aims to build the capacity of the member States of the TC and PTC on multi-hazard early warning, as recommended by their Joint Session held in February 2015.
This project will use South-South and regional cooperation approaches to strengthen the capacity of PTC and TC members in multi-hazard early warning, with a particular focus on the needs of LDCs. As part of the project, a curriculum on multi-hazard early warning will be delivered over five days in collaboration with the Indian National Centre for Ocean Information Services (INCOIS) and the Regional Specialized Meteorological Centre (RSMC) in New Delhi, tapping into the expertise and good practices built up by countries in the region.
The training will be multi-disciplinary in nature, covering issues related to meteorology, hydrology and disaster risk reduction and building on tools such as the manual on "Synergized Standard Operating Procedures", which was developed jointly by the PTC and the TC with support from ESCAP. It will seek the expertise and experiences from the Ocean State Forecast programme of INCOIS, and the Severe Weather Forecast Demonstration Project for the Bay of Bengal of RSMC, New Delhi. Lessons from the Experiment on Typhoon Intensity Change in Coastal Area (EXOTICA) of the Typhoon Committee will be also sought.
The training workshop will invite senior/mid-level professionals with operational responsibilities from National Hydro-meteorological Departments and Disaster Management Authorities from PTC and TC member States. ESCAP will support the participation of 7-10 participants from low-capacity developing countries.
